Preheat the oven to 350ºF. Grease a 9" round baking pan with nonstick cooking spray.
In a medium bowl, mix together the crumble topping ingredients until well mixed. Set aside.
In a large bowl, mix together sugar and melted butter until well combined. Mix in the egg nog, sour cream, and eggs until blended.
In a separate bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg. Add the dry ingredients into the wet ingredients and mix until smooth.
Spread the batter into the greased pan and sprinkle the crumble topping mixture over the top. Bake for 45-55 minutes, until a toothpick inserted in the center comes out clean. Allow to cool slightly before slicing and enjoy.

*Cake can be baked in 9"x13" pan as well, reduce baking time to 45-50 minutes.
